Reliable telecommunications and information and communication technologies are essential for monitoring hazards, sharing trusted information, and reaching every community before, during, and after a disaster.
Communication at the heart of disaster resilience
Emergency telecommunications and ICT systems support disaster management and risk reduction by delivering vital information to governments, responders, organizations, communities, and people who are most vulnerable to hazards.
Effective national policies, procedures, governance, and resilient communication networks are required throughout all four phases of disaster management:
Information sharing across government, communities, and public and private organizations is fundamental to protecting lives and building disaster resilience.
What is EW4All Pillar 3?
The International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies, leads Pillar 3 of the Early Warnings for All (EW4All) initiative. Pillar 3 focuses on warning dissemination and communication.
The work is organized around four main outcomes:
Supporting Bangladesh’s national framework
ITU is supporting the Bangladesh Telecommunication Regulatory Commission (BTRC), Bangladesh’s national Pillar 3 lead, in prioritizing a National Emergency Telecommunication Plan (NETP) framework. The work also assesses mobile-network early warning systems, with particular attention to cell broadcast implementation in Bangladesh.
Five workshop priorities
- EW4All Pillar 3 Roadmap for Bangladesh Align the national roadmap with Bangladesh’s priorities and incorporate contributions from relevant stakeholders.
- National Emergency Telecommunication Plan Review industry readiness, the draft NETP framework, recommendations, action plan, and a practical implementation path.
- Mobile-network early warning systems Examine technologies for implementing a geographically targeted mobile early warning system.
- Cell Broadcast-enabled EWS Understand the capabilities and benefits of cell broadcast for distributing emergency warnings and alerts across Bangladesh.
- Legal and regulatory framework Analyze the legal and regulatory requirements needed to implement a cell broadcast early warning system in Bangladesh.
ARSB’s participation
The workshop officially welcomed representatives of the Amateur Radio Society of Bangladesh, recognizing amateur radio as an important part of inclusive and resilient emergency communication planning. Amateur radio operators can help maintain communication during crises, especially when conventional systems are disrupted or overloaded.
